Earlier last year, a rumor regarding a possible Quake reboot ahead of QuakeCon 2021 turned out to be Quake Remastered after all. id Software also holds license to iconic shooter IPs like Rage and Wolfenstein for a franchise revival.
Doom Eternal just came out two years ago, followed by two The Ancient Gods DLC packs and several updates across all platforms. So, id Software beginning to work on a sequel right now should be expected and not surprising at all.
